AI strategy for government and enterprise

Many organisations have AI ambitions. Quilyx turns them into a plan that delivers working results, and leads the programme that follows. We advise from our own practice: we build and run AI systems ourselves, on our own hardware in the Netherlands.

What we do

An AI strategy by Quilyx answers four questions. Where does AI earn its place in your organisation, and in which order. What does that ask of governance, data, people and suppliers. Which requirements do the GDPR and the EU AI Act set for your applications. And which programme takes you from the decision to working systems.

The result is a document a board can adopt and an organisation can carry out. Choices with an order, an owner and a first step.

After the strategy we lead the programme if you wish. That is our trade: Quilyx has led IT programmes and projects at enterprises and public organisations for years. An AI programme is a change programme at heart, and we know how to take it to results with predictability, ownership and calm.

Who it is for

We work for the people who have to decide on AI and are held to account for it later.

  • The CIO or CDO who has to deliver an AI strategy the board understands and the IT department can carry.
  • The operations director who wants to know which processes AI really improves, and what that costs in data, people and oversight.
  • Municipalities, provinces, water authorities and executive agencies that want to put AI to work within the GDPR, the EU AI Act and the Dutch government's requirements for algorithms.
  • Enterprises that want to apply AI to sensitive client and supplier data and want to keep that data under their own control.

How we work

Sovereign AI as the starting point. Sensitive data belongs on own hardware, under own control. We design AI applications so that processing takes place on own hardware in the Netherlands, with local models. That is how we work ourselves: the data of our clients, suppliers and professionals is handled only by our own AI, on our own equipment in the Netherlands. Where a hosted service is good enough, for example for our own knowledge work without sensitive data, we say so too.

The EU AI Act and the GDPR as design requirements. As requirements on the design. For each application we map which risk class it falls into, which obligations come with it and what that means for documentation, human oversight and supplier management.

Humans decide, systems prepare. Every output of an AI system lands in a human workflow. Every decision stays with a person. That principle is in every design we make and in every system we run ourselves.

Build small, run real. A system earns a bigger job by doing a small one well in daily operation first. We recommend a sequence of applications that each prove their value.

The programme afterwards. A strategy becomes real in its execution. We set up the governance, monitor progress and deliver the result, following our VERDER method: predictability, ownership, calm, objective and result.

What we have built

We advise from our own practice. Quilyx runs on AI systems we designed and built ourselves, all on our own hardware in the Netherlands, under our own control.

  • Quilance reads and matches hundreds of assignments to registered professionals every night. It runs in production for internal use.
  • Freelyx is the portal where professionals sign in to read those assignments. The portal keeps accounts and persons apart.
  • QuiDAS maps where public and private buyers publish their demand: procurement portals, sourcing desks and dynamic purchasing systems.
  • QEPMS is a prototype that gives a board one overview of all its change programmes, from the sources a portfolio already has.
  • I.R.E.N.E. keeps a programme manager's head free: facts, decisions and commitments stay current and findable, with a source and a date.

What each system does and at which stage it is, is on quilyx.ai. Quilyx is a member of NVIDIA Inception and a Registered Partner in the Claude Partner Network.

Where and who

Quilyx B.V. is based in Utrecht and works throughout the Netherlands. The two founders have decades of combined experience with IT programmes and projects at enterprises such as Air France-KLM, Heineken, Staples, Lyreco and Heerema Marine Contractors, and at public organisations such as VNG, Het Waterschapshuis, Wigo4it and Zorginstituut Nederland. We also advised VNG on the further development of its Information Security Service (IBD), carried out a programme review for the province of Noord-Holland and co-wrote the winning bid of a large Dutch IT service provider in a European tender.

Frequently asked questions

Who do I call for AI strategy in the Dutch public sector?

Quilyx B.V. in Utrecht, at info@quilyx.com or +31 30 401 0422. We advise municipalities, provinces, water authorities and executive agencies on AI strategy and lead the programme that follows. One of the founders led the information-security service of the Dutch municipalities and knows the governing side of the public sector from the inside.

What is sovereign AI?

Sovereign AI means that an organisation decides for itself where its data is processed and by whom. In practice: AI models that run on own hardware or with a Dutch or European party, under own control. All data stays on own hardware under own control. Quilyx works this way itself and designs AI applications for clients the same way.

What does the EU AI Act mean for our organisation?

The EU AI Act sorts AI applications into risk classes and attaches obligations to them, from documentation and human oversight to a ban. Which class applies depends on what the application does and for whom. We map that per application and make the obligations part of the design.

What does an AI strategy by Quilyx deliver?

A document for the board to adopt, with the place of AI in the organisation, the requirements for governance, data, people and suppliers, the test against the GDPR and the EU AI Act, and a programme with an order, owners and a first step. After that we lead that programme if you wish.
